Promoted by Central Única das Favelas (Cufa), Instituto Locomotiva and UNESCO in Brazil, the Data Favela Forum webinar series had its fourth and last edition yesterday (8). With the theme "Periphery, Racism and Violence", the virtual meeting discussed violence in peripheral areas and also addressed the role of the police in the slums. The CEO of Favela Holding and CUFA, Celso Athayde, and the president of Instituto Locomotiva, Renato Meirelles, host the debates. The Director and Representative of UNESCO in Brazil, Marlova Noleto, participated in the debate with the executive secretary of the Military Police of São Paulo, Colonel Álvaro Baptista Camilo; the São Paulo Police Ombudsman, Elizeu Soares Lopes; the coordinator of the Network of Security Observatories / CESEC, Silvia Ramos; the coordinator of the Marielle Franco Institute, Marcelle Decothé; and the rapper and songwriter Rappin 'Hood.

According to the unprecedented research presented at the meeting, “49 million Brazilians declared that they had already suffered some kind of embarrassment in a police approach, such as verbal aggression, physical aggression, request for money, etc. It is the population of half the countries of the world ”, compared Renato Meireles, of the Locomotiva Institute. “And yet 64% of black men in classes C, D and E have already been approached by the police aggressively and only 5% of Brazilians believe that the police are not racist”, he added. Still on these numbers, the participants recalled recent cases of racist actions that generated great repercussions, such as the cases of the boy João Pedro and the American George Floyd, in addition to the escalation of violence involving police in Rio de Janeiro registered by the Network of Security Observatories.

Colonel Camilo Álvaro Baptista pointed out that the state police do not condone violent attitudes. “Our effort is enormous. We are open to learning and reviewing procedures for managing our conduct. We are concerned with human rights and treating people as we would like to be treated,” he said.

The Director of UNESCO in Brazil, Marlova Noleto, recalled that the United Nations has been coordinating, for years, the campaign “Black Lives Matter”. “We know about the police effort and we also know about the difficulties of the black population. I believe that all organizations need to be transformed. An effort is needed to combat racism and not allow any action that could lead to a situation of structural racism. It is an extremely necessary debate and it is being very rich to hear all the different perspectives. What we need to understand is that there is, in fact, a concern for human rights,”she said.
