Thailand to announce it will host the Asia-Pacific’s first UNESCO Global Forum on the Ethics of AI in 2025

In preparation for the 3rd UNESCO Global Forum on the Ethics of Artificial Intelligence (AI), set to take place from 24 to 27 June 2025 in Bangkok, Thailand’s Ministry of Digital Economy and Society, in collaboration with the Ministry of Higher Education, Science, Research and Innovation, and the Ministry of Education, will officially announce their co-hosting of the Forum and its theme, “Ethical Governance of AI in Motion,” on 4 December 2024 in Bangkok.

Deputy Prime Minister Prasert Jantararuangtong will deliver keynote remarks at the launch event, emphasizing Thailand’s leadership in this space and reaffirming the country’s commitment to UNESCO’s Recommendation on the Ethics of Artificial Intelligence—the first first-ever global standard for ethical AI, released in 2021.

Panel Discussions

The launch event will feature an afternoon of expert-led panel discussions on topics including:

  • Thailand’s Journey in Driving AI Ethics & Governance: Experts from NECTEC, ETDA, and the Digital Council of Thailand discuss initiatives establishing Thailand as a leader in ethical AI governance
  • Policy and Regional Frameworks: UNESCO and NSTDA representatives will outline the function of UNESCO’s Readiness Assessment Methodology (RAM) in evaluating AI readiness in Thailand
  • Future Directions for Thailand’s AI Readiness: NSTDA will present plans for integrating UNESCO’s Recommendations to strengthen national and international AI collaboration

Background:

Getting AI ethical governance right is one of the most consequential challenges of our time. The rapid rise of AI has created global opportunities—from improving education outcome, advancing healthcare diagnoses to improving social connectivity and labor efficiency. However, these advancements are accompanied by profound ethical challenges. AI systems can embed biases, contribute to climate degradation, and threaten human rights. Such 'AI risks' have the potential to exacerbate existing inequalities, disproportionately impacting marginalized communities.

UNESCO produced its 2021 Recommendation, adopted by all 194 UNESCO Member States, prioritizing protecting human rights and dignity, and emphasizing principles such as transparency, fairness, and human oversight and determination of AI systems.

Building on that recommendation, UNESCO’s 1st Global Forum on the Ethics of Artificial Intelligence was held in Prague, Czech Republic, in December 2022, on the theme “Ensuring Inclusion in the AI World.” The 2nd Global Forum took place in February 2024 in Slovenia, focusing on AI governance and international collaboration.
