Terms of Reference: Production of 4 videos showcasing the impact of the O3 Plus Programme

Background:

With a growing population of adolescents and youth in sub-Saharan Africa, there is an opportunity to reap an unprecedented demographic dividend if they are educated, healthy and employed. Through its flagship programme, Our rights, Our lives, Our future (O3), UNESCO supports countries to provide good quality comprehensive sexuality education that empowers adolescents and young people while developing the skills, knowledge and attitudes they need to prevent HIV infections, reduce early and unintended pregnancies, and eliminate gender-based violence. It also focuses on building safe learning environments for learners by preventing all forms of violence including bullying in and around schools.

As an extension to the programme, O3 Plus, supports learners in higher and tertiary education institutions to achieve positive outcomes in education, health and gender equality, through access to CSE and sexual and reproductive health services.

Through the generous support of the Governments of Switzerland, Sweden, France and Norway, the O3 Plus Programme is rolled out in six countries – Zambia, Zimbabwe, Kenya, Tanzania, Namibia and Uganda.

It is often assumed that students in tertiary levels of education, have already received knowledge and education that equips them to avoid adverse health outcomes as they transition from childhood to adulthood, however, evidence has shown that this is often not true. As young people in higher and tertiary education institutes continue to be exposed to sexual and reproductive health and rights (SRHR)-related concerns and risks such as unintended pregnancies, sexually transmitted infections (STIs), including HIV, and gender-based violence (GBV), the O3 Plus project aims to bridge this gap by focusing on these education institutions. By addressing the specific needs of students at this level, the project aims to improve their knowledge, access to services, and overall well-being. 

UNESCO strongly believes in the power of education to transform the lives of young people, while recognizing that inclusive and transformative education cannot be achieved if students are not safe, well-nourished, healthy, and free from violence and discrimination.

Scope of Services

In documenting the impact of Phase I of the O3 Plus Programme, UNESCO is seeking professional services of a video team along with a professional photographer, to develop 4 videos. The videos are to be captured in the following countries – Zambia, Zimbabwe and Tanzania in the first quarter of 2025 (Jan – April).

The team will be expected to develop the following 4 videos: 

 

Video 1 – on the overall impact of the O3 Plus Programme

Style: Documentary style (with a mix of still photos and footage)

Language: English voice over with English subtitles

Duration: 3 minutes

Note: Video team will need to travel to Zambia, Zimbabwe and Tanzania to capture drone footage and interviews in coordination with UNESCO. All B-roll footage to be handed to UNESCO.

Video 2, 3 and 4 – creative storytelling of young people 

Style: Documentary style

Language: English voice over with English text on screen’

Duration: 1 minute

Note: Video team will need to travel to Zambia, Zimbabwe and Tanzania to capture drone footage and interviews in coordination with UNESCO. All B-roll footage to be handed to UNESCO.

Reference Video: 

The entire film production, including but not limited to, scripting, writing, storyboarding, filming, editing, voice over, subtitles etc. is to be done by the contracted video company. The entire process will be closely monitored by UNESCO and any travel involved will be guided by UNESCO. 

Methodology and Specifications

The contracted company is expected to travel to the selected locations (and use photos and/or video provided by UNESCO where relevant) where the team will have to conduct interviews with pre-selected individuals. UNESCO will help facilitate access to relevant persons for this. 

 

Competencies required for the video company:

Firm/entity

Mandatory:

  • Qualifications and competencies include proven and extensive experience in video production with at least five years of work in this field and excellent technical capacities to ensure smooth and high-quality production. 
  • The company should be registered and fully operational. Document evidence including of Company’s legal documents are to be submitted.
  • The company must have a subcontracted local partner in Zimbabwe, Zambia and Tanzania. Relevant documents to be submitted along with the quote.
  • Experience in developing gender-sensitive video content for advocacy, social engagement and corporate visibility as well as in writing creative scripts. Sample of such works to be provided via softcopy or links where it can be viewed.
  • Skilled in these following industry tools: Adobe Creative Cloud, Final Cut, After FX and Pro Tools.
  • Familiarity with development issues, higher and tertiary education settings, journalism background and/or other media experience showing ability to create content for specific audiences. A detailed Company portfolio is to be submitted.
  • Strong communication skills with fluency in written and spoken English.
  • Ability to work with different teams, and deliver to meet deadlines.
  • Good understanding of new and evolving production trends and styles.

Desirable

  • Previous experience working with the UN or other international organizations

Team leader

  • At least 5 years of experience in video production - a full CV must be provided
  • Experience in developing gender-sensitive video content for advocacy, social engagement and corporate visibility as well as in writing creative scripts. Portfolio and links to be shared.
  • Familiarity with development issues, higher and tertiary education settings 

Photographer

  • At least 5 years of experience in photojournalism - a full CV with portfolio of recent assignments must be provided
  • Experience in photographing gender-sensitive portraits and action shots 
  • Familiarity with development issues

Selected professionals/companies will follow the UN guidelines in the development of their assignment, which will be provided by UNESCO.

Deliverables and Schedule of Payment

Please submit a comprehensive all-inclusive quote for all 4 videos, including the travel involved for 4 days per country for a crew of a maximum of 5 people (include 5 days for the photographer). Please include professional, transportation, food and lodging costs. All costs should be in USD.

Payments shall be made against the invoice submitted contingent upon the satisfactory delivery of the videos.

Copyrights

UNESCO will retain exclusive use of rights to all photo/video material gathered by the contractor under this contract and any part of the footage or byproducts may only be used with prior permission from UNESCO.
