You are invited to submit an offer for an external evaluation of the project “Strengthening Media Development and Freedom of Expression in Cambodia”, in accordance with the present solicitation document.

The Request for Proposal (RFP) consists of this cover page and the following Annexes:
Annex I    Instructions to Offerors
Annex II General Conditions of Contract
Annex III Terms of Reference (TOR)
Annex IV Proposal Submission Form
Annex V  Price Schedule Form
Annex VI Vendor Information Form
Annex VII Gender Perspective Assessment

Your offer comprising of technical offer and financial offer, should be submitted electronically to phnompenh@unesco.org, without any copy (CC) to any other email addresses, no later than 6 December 2024, 23:59, Phnom Penh, Cambodia time. The technical proposal and financial proposal should be submitted separately in two emails. Offers addressed to any other email accounts will be disqualified. It should be noted that all files sent as attachments in a single email should not exceed 10 MB.

The Technical offer should be sent to the following email, with the mention of “Technical Proposal – FO/PNP/RFP/ 2024-11-005 – name of the bidder” in subject.

The Financial offer should be sent the following email, with the mention of “Financial Proposal – FO/PNP/RFP/ 2024-11-005 – name of the bidder” in subject.

Offers addressed to any other email accounts will be disqualified. It should also be noted that all files together should not exceed 10 M per email.

This letter is not to be construed in any way as an offer to contract with your firm/institution. Your proposal could, however, form the basis for a contract between your company and UNESCO.

You are requested to acknowledge the receipt of this letter and to indicate whether or not you will be submitting a proposal. For this purpose, and for any requests for clarification, please contact the UNESCO Phnom Penh Office at phnompenh@unesco.org.
