The Organization of Ibero-American States (OEI) and the Central American Bank for Economic Integration (BCIE) signed an inter-institutional cooperation framework agreement on 4 February to boost the productivity and competitiveness of Central American economies and promote cultural and educational cooperation projects in the region. Through a series of research and targeted projects, the agreement notably focuses on developing competitiveness and productivity of young Ibero-Americans to advance employability. In addition, both institutions will carry out a diagnostic report to determine the current state of employability of young Ibero-Americans. On 9 February, the OEI also joined with Fundación Alternativas to organize a high-level meeting open to the public to analyse the situation of cultural rights in Ibero-America in the wake of the coronavirus outbreak. The working document for the meeting "Cultural rights: towards a new generation of public policies", published by Fundación Alternativas, highlights the need for cultural policies to recognize culture as a fundamental human right.
Turning to the Caribbean sub-region, UNESCO is working to amplify youth voices by launching a platform for youth to express their views on equality, diversity and inclusion through the social media campaign #iRespectU. The campaign promotes an environment of peace and mutual understanding and factors in how the COVID-19 pandemic is impacting issues around inclusion in the sub-region.
