A strong and resilient cultural sector is dependent on robust and sound cultural policies that are based on the respect for cultural rights as an intrinsic component of human rights. The Nordics have a long-standing engagement in promoting freedom of expression and the diversity of cultural expressions. In 2015, during the 38th UNESCO General Conference, a Nordic side-event focusing on the status of the artist and artistic freedom was organized. In 2016, the Nordic Ministers of Culture adopted the Helsinki Declaration on promoting the diversity of cultural expressions and artistic freedom in a digital age. The world has changed drastically the last 7 years. It is now time to look back, reflect and revitalize the discussion.
The side event will feature effective tools to support cultural policy makers to ensure freedom of expression, including artistic freedom, bringing ministers and experts together to exchange best practices and address challenges on how to contribute to finding a way forward to promote a free and inclusive cultural landscape.

- Denise Dora – Lawyer and human rights legal expert. She is currently Regional Director of Article 19, an international organization that defends freedom of expression and information. She holds a Master's degree in International Human Rights Law from the University of Essex, UK, and a MA in History, Politics and Cultural Goods from Fundação Getulio Vargas, Brazil. She is a co-founder of THEMIS - Gender, Justice and Human Rights, an organization with 30 years of community justice programs focused on women's rights and legal empowerment in Brazil. Denise held the position of Ombudsperson for the Public Defender's Office of Rio Grande do Sul (2015 - 2017), and serves on the boards of the Ibirapitanga Institute, Conectas Human Rights and NAMATI.
- Tania Bruguera - Artist and activist who focuses on installation and performance art. She lives and works between New York City and Havana and has participated in numerous international exhibitions. Her work is in the permanent collections of many institutions, including the Museum of Modern Art and Bronx Museum of the Arts and the Museo Nacional de Bellas Artes de La Habana.
- Lucy Ilado – Regional program director of Selam, a Stockholm-based international arts organization with offices in Ethiopia and Kenya and leader of the Pan-African Network for Artistic Freedom (PANAF). She has seven years of experience as a music critic, arts curator, and journalist in Africa. She is a cultural and artistic rights activist who advocates for the preservation of African culture and history, as well as the right of artists to express themselves freely and make a living from their work.
