Integrating the Culture PDNA in the Multisectoral Assessement of the Yagi typhoon’s impacts

The UN in Viet Nam rapidly deploys a joint team of experts to conduct the Multisectoral assessment of the impacts in late 2024 (VMSA). The joint UN work this time covered an unprecedented joint efforts from UNRCO, UNDP, UNESCO, UNICEF, FAO, UNFPA, UNWOMEN, OCHA, ILO together with other development partners JICA, EU and international NGOs, in coordination with the Government and applied the international PDNA methodology.

The VMSA final report which was completed and announced in December 2024 reflects the total loss of 1.765 Billion USD and estimates a total resource up to 2.212 billion USD for post disaster recovery. The total loss in the culture and tourism sector was of over 309 million USD and it is anticipated a total need of 123.38 million USD for urgent response and immediate recovery.

The multi-sectoral assessment provides a basis for developing disaster recovery frameworks and serves as a vital tool for mobilizing the resources needed for recovery. As highlighted in the announcement event of the joint report, both UN Resident Coordinator and the Government representative emphasized that the findings not only help guide early recovery planning but also provide the data needed to “build back better”, ensuring that the infrastructure and livelihoods of rebuilt communities are more resilient to disasters. 

UNESCO contributed as the lead agency for the assessment of Culture – Tourism Sector with an urgent support valued at 100,000USD within the UNESCO Heritage Emergency Fund. Following the joint VMSA with its sister UN agencies, UNESCO also provides immediate small-scale urgent repairment of cultural properties in Bac Giang and Phu Tho Provinces and plans the trainings in PDNA for the cultural sector, taking the advantage of the results from the VMSA in the first quarter of 2025.
