This document is a set of methodological guidelines to support the realization of an educational monitoring framework, through the evaluation of available information and the construction of missing data. To this end, it is organized into four methodological guides, which guide the work of systematization and data capture that must be carried out to produce information for a monitoring framework.

These guides are based on the main challenges that arise from the analysis of the proposed indicators for monitoring the Education Route matrix developed by the Ministry of Public Education of Costa Rica. However, for a better use of the proposal, the guidelines are formulated in a general way, so that they can be used in different contexts.
