Dominican Republic launches national assessment using UNESCO’s Internet Universality Indicators

The Dominican Republic launched its national assessment using the IUI framework on 17 February 2023. This national assessment represents an important step toward creating the country’s Internet that is inclusive and accessible to all, respects human rights, and is governed by a multi-stakeholder approach.

The assessment is being implemented by the Dominican Chapter of the (ISOC-DO) with the support from UNESCO (Communication and Information Sector and the Havana Office), the International Program for the Development of Communication (IPDC), and the Information For All Programme (IFAP). The research will evaluate the country's Internet development, using 109 core indicators, to achieve a human-centered and inclusive Internet based on ROAM-X principles.

Mr Pedro Quezada, the former Director of the Government Information Technology Office (OGTIC) and Director of the San Luis Community Higher Technical Institute (ITSC) noted the ROAM-X indicators are useful for monitoring digital technology advancement and drawing conclusions that go beyond infrastructure measurement and incorporate humanistic perspectives of harnessing the Internet’s potential.

Mr Osvaldo Laracuent, president of the Dominican Chapter of the Internet Society, said the research can improve public policies focused on digital transformation of Dominican society and the 2030 Agenda for Sustainable Development.

The UNESCO Category II Center for the Study of Information and Communication Technologies (CETIC.br) Director, Mr Alexandre Barbosa, and Cooperation Coordinator, Ms Ana Laura Martínez, highlighted their experiences from the first pilot evaluation of the ROAM-X Indicators in Brazil in 2018.

By conducting this assessment, the Dominican Republic aims to identify areas for improvement in its policies related to its digital transformation. UNESCO supports the Internet Universality ROAM-X indicators in 44 countries across five continents including six in Latin America. The findings of this study in the Dominican Republic will provide valuable information about the ICT sector and will help to monitor and analyze the advancement and evolution of digital technologies in the country.

A Multistakeholder Advisory Board is being composed to support the assessment process and to generate policy debates on the findings. This group is made up of a wide variety of institutions from different sectors including:
