Chefchaouen aspiring for UNESCO Global Geopark: The blue pearl of Morocco

The Earth Network, supported by the Government of Italy, conducted a mission from 5 to 12 May 2024 to the Chefchaouen aspiring UNESCO Global Geopark. The purpose of the mission was to help preparing the site’s nomination process and provide expert guidance on sustainable development, management, and community engagement.

Nestled in the north-east of Morocco, the Chefchaouen aspiring UNESCO Global Geopark is an area of exceptional natural and cultural heritage. Encompassing 42 sites of geological significance, the geopark is defined not only by its unique geological features but also by the rich cultural and ecological tapestry it offers. At its heart lies Chefchaouen, often referred to as the "Blue Pearl" of Morocco, a city renowned for its vivid indigo streets and traditional Moroccan charm. Surrounding this gem are the majestic Rif Mountains, whose rugged beauty invites outdoor enthusiasts for hiking, climbing, and caving adventures.

One of the most remarkable aspects of the region is its blend of natural treasures and protected areas. It sits within the boundaries of Talassemtane National Park and the Ghomara Coast while also being part of the Intercontinental Biosphere Reserve of the Mediterranean between Spain and Morocco. These overlapping designations create a sanctuary for a diverse range of wildlife, including iconic species such as the Macaque Monkey and the Golden Eagle. Adding to its charm, the geopark offers unique attractions like Dar Nahla, a fascinating bee museum where visitors can learn about sustainable beekeeping and even purchase locally produced honey.

A collaborative effort toward recognition

The Chefchaouen aspiring UNESCO Global Geopark was able to take significant steps towards its designation thanks to the expertise and guidance provided by volunteer experts, Mr Stéphane Legal, a conservationist from the Luberon UNESCO Global Geopark in France, and Mr Alain Petit, a tourism management specialist and Director of the Famenne-Ardenne UNESCO Global Geopark in Belgium. Their mission, organised with the support of the Talassemtane Association for Environment and Development (ATED), has been instrumental in advancing the geopark's application for designation as a UNESCO Global Geopark. This mission is aligned with broader global frameworks such as the Sustainable Development Goals (SDGs) and the Kunming-Montreal Global Biodiversity Framework (GBF), aiming to foster sustainable management and community engagement.

In November 2023, a critical step in this process was undertaken with a preliminary capacity-building session held via video call. This session laid the groundwork for the site's application. Experts worked with local stakeholders to delineate the boundaries of the geopark, identify key geological sites, and clearly communicate the internationally significant geoheritage of the area in a non-technical way. These efforts culminated in an on-site mission in May 2024, which brought together representatives from local municipalities, scientific institutions, cooperatives, and park management teams to discuss strategies for sustainable development and governance.

The mission placed a significant importance in building internal partnerships, uniting a diverse group of local stakeholders, such as municipal leaders, park managers, scientific institutions and community cooperatives. These collaborations underscored the vital role of community-led efforts in shaping the geopark’s identity and fostering sustainable development

Challenges and opportunities

The mission highlighted some key challenges, particularly in governance and financial sustainability. Currently, the geopark is mainly managed by ATED, which operates without an independent governance structure or a dedicated budget. To address this, the experts initiated a participatory process to establish a dedicated management framework. This involved bringing together local mayors, geologists, and other stakeholders, who collectively selected a president for the geopark. The goal of this new governance structure is to clearly define responsibilities and provide the political support needed to ensure the geopark’s success for its long-term success.

Furthermore, the mission emphasised the importance of partnerships. Collaboration with organisations such as the Spanish Agency for International Development Cooperation (AECID) and the Spanish NGO Prodiversa-Progreso y Diversidad has already yielded concrete results with a development of a logo and an independent website showcasing the geopark's features. These partnerships not only enhance the visibility of the geopark but also promote sustainable socio-economic growth through ecotourism.

A pathway to sustainability and community engagement

The mission's recommendations extend to promoting sustainable practices and engaging local communities. For instance, capacity-building workshops have been initiated to train local service providers on water and energy conservation, especially during peak tourist seasons. These efforts reflect a commitment to environmental stewardship while supporting the economic resilience and well-being of local communities.

Education and raising awareness are integral to the geopark's strategy. By enhancing signage and installing informative panels at geological sites, the management team ensures that both residents and visitors gain a deeper understanding of the area's natural and cultural significance. Additionally, educational initiatives targeting schools are empowering teachers to instil knowledge about climate change and conservation among younger generations, fostering a sense of ownership and responsibility for the geopark's preservation to future generations.

Alignment with global goals and the road ahead

The Chefchaouen aspiring UNESCO Global Geopark is making meaningful contributions to global efforts to protect biodiversity and promote sustainability. By building strong partnerships and encouraging ecotourism, the geopark supports both the preservation of its natural heritage and the growth of sustainable economic opportunities for local communities. Involving local stakeholders in decision-making and management has created a solid foundation for long-term conservation, ensuring that the Geopark remains a shared resource for generations to come.

The path toward UNESCO Global Geopark designation represents a significant step in recognising and preserving the geological and cultural treasures of northern Morocco. By addressing challenges, fostering partnerships, and empowering communities, this initiative not only safeguards a unique landscape but also promotes sustainable development and global awareness. As the Chefchaouen Geopark advances, it stands as a testament to the power of collaboration and the enduring value of heritage conservation.
