Caribbean Artificial Intelligence Policy Roadmap
The rapid evolution of Artificial Intelligence (AI) presents both opportunities and challenges for Small Island Developing States (SIDS) in the Caribbean. To address this, the UNESCO Caribbean AI Policy Roadmap offers a framework for policy development and regional collaboration and is based on the global standard adopted by over 193 member states, The Recommendation on the Ethics of Artificial Intelligence.
Over 1,000 institutions and individuals, including women and youth from 20 Dutch and English-speaking countries, participated in this effort. In addition, 8 regional meetings were held to discuss the roadmap pillars. Based on feedback in these regional consultations, four pillars of a policy roadmap tailored to the Caribbean’s unique opportunities and risks in the age of AI were prioritized.
These pillars are:
• Culture & Creativity: Preserve the region’s unique identity and cultural heritage by promoting AI-driven creative industries and safeguarding intellectual property rights.
• Governance & Transformation: Establish a clear regulatory framework, outlining roles and responsibilities, and create an oversight mechanism to ensure AI systems comply with ethical and legal standards.
• Education & Upskilling: Foster a skilled workforce by integrating AI education and training across sectors, enabling Caribbean SIDS to harness AI’s potential and drive economic growth.
• Resiliency & Sustainability: Ensure AI adoption aligns with environmental sustainability and social resilience, prioritizing safety, privacy, and human rights, while promoting regional cooperation and knowledge sharing.
By embracing these pillars and building policies, Caribbean SIDS can navigate AI’s challenges and opportunities, protecting their citizens, promoting economic growth, and preserving their unique cultural identity. The time is now for collective action, ethical considerations, and inclusive policymaking to harness the transformative potential of AI for the benefit of Caribbean societies.
