Cambodia’s Ethics of AI Readiness Assessment Advanced at Strategic Multi-stakeholder Consultation

On 4 February 2025 at the Cambodia Academy of Digital Technology, H.E Khov Makara, Secretary of State, Ministry of Post and Telecommunications presided over the opening of the Workshop on Validating Preliminary Results and Discussing Recommendations of the “UNESCO’s Ethics of AI Readiness Assessment in Cambodia”, organized by the Cambodia Academy of Digital Technology (CADT) and UNESCO, supported by the Ministry of Post and Telecommunications (MPTC), with the participation of 120 representatives from ministries, agencies, associations, private companies, startups, research and education institutions, and civil societies.
H.E Khov Makara stated that the workshop to validate the preliminary results and discuss the recommendations is an important process for assessing the current status and readiness of ethical and responsible AI development and adoption in Cambodia to ensure the inclusive participation of all relevant stakeholders in AI development. The findings and recommendations will serve as a crucial and comprehensive basis for Cambodia to formulate policies and strategies of the Royal Government of Cambodia on AI technology adoption and risks mitigation contributing to achieving Cambodia's digital economy and society by 2035 and the United Nations' Sustainable Development Goals.
Mr. Sardar Umar Alam, UNESCO Representative to Cambodia, highlighted that as we continue to navigate the AI wave, we believe that our societies will only benefit from the kind of AI innovation that fully embraces ethical considerations, empowering individuals to meet their needs, reduce inequalities, and advance sustainable development in Cambodia.
The workshop reviewed and validated the preliminary results of the UNESCO Ethics of AI Readiness Assessment in Cambodia and discussed the recommendations for the ethical development of artificial intelligence technology in Cambodia, aimed at promoting the participation and benefits of AI adoption. Notably, ministries, institutions, associations, private companies, startups, educational and training institutions, and civil society organizations also shared the initiatives and activities being implemented and planned related to AI. In particular, AI is currently used in education, health, agriculture, banking, and finance. At the same time, MPTC is also working on a Large Language Model for the Khmer language using the open-source model Llama3 to promote the ease of adoption among all stakeholders in Cambodia, especially AI in content creation.
The Ethics of Artificial Intelligence (AI) Readiness Assessment in Cambodia was launched on 12 November 2024 by the CADT and UNESCO, supported by MPTC with the contribution of data and input from 26 relevant ministries, institutions, universities, companies, the private sector, development partners and startups. This assessment is designed to support the Royal Government's policy’s priority implementation of the AI adoption and development, contributed to the achievement of digital economy and society development as well as responding and expressing Cambodia's commitment to consider ethics as the core of AI adoption indicated in the Recommendation on the Ethics of AI.
Recommendation on the Ethics of AI is a universal principle widely recognized by UNESCO's 194 member states to promote the development, adoption, and usage of AI responsibly and ethically. Currently, more than 60 UNESCO member countries are assessing the ethics of AI using RAM methodology, includes seven ASEAN member states, including the Kingdom of Cambodia.
