Limited capacity, absence of appropriate frameworks and lack of awareness further add to the challenges of safeguarding and recognizing culture as an enabler and driver of sustainable development.

This initiative ensures that Pakistan's rich histories and cultures are not only preserved but also understood in ways that are relevant for future generations and challenges like climate change, conflict, and resource scarcity.
UNESCO employs a needs-based approach, focusing on institutional capacity-building in world heritage management, safeguarding of intangible cultural heritage and supporting museums to offer transformative learning experience. Furthermore, UNESCO advocates for in heritage safeguarding, promoting cultural and creative industries, and engages youth and educators to integrate heritage into teaching and learning.
