BACKGROUND
UNESCO, specifically the Section for Higher Education is advancing the implementation of Campus Africa project activities through UNESCO regional Offices. Supporting integrated, inclusive, and quality tertiary education systems and institutions: Campus Africa is a UNESCO flagship programme operating within the framework of UNESCOs Operational Strategy for Priority Africa 2022-2029, and in alignment with the Sustainable Development Goals (SDGs) and the African Union Agenda 2063. Campus Africa supports African Member States in addressing present and future challenges for sustainable development, the programme was launched with the objective to support the building of integrated, inclusive, and quality tertiary education systems and institutions in the Continent. Specifically, Campus Africa has the following aims: To accelerate progress towards Agenda 2063 and the SDGs, Campus Africa has three interconnected pillars of action, and two enabling components: i) Research Capacities – Enhancing professional research management of African higher education institutions and increasing research outcomes with effective networking targeting collaborative university networks by 2030 aligned with Agenda 2063, especially interdisciplinary work in agriculture, renewable energy, and tech ecosystems. ii) Scholarships for Doctoral Programs – Promoting mobility and equity through Campus Africa scholarships for PhD fieldwork targeting interdisciplinary PhD candidates in Africa supported per year to strengthen doctoral research and leadership development in Africa (2024-2030). iii) Employability & Advanced Technical Higher Education – Improving relevance through youth skill development and employability in technical higher education targeting collaboration with technical universities supported to ensure employability through relevant curricula and qualifications and establishing career guidance and employability centers.
OBJECTIVE OF THE ASSIGNMENT
This assignment aims will support the coordination and implementation of Campus Africa’s approved activities for Q1 and Q2 (and beyond as needed) of the Work Plan for 2025 within the UNESCO Regional Office for Eastern Africa (ROEA) based in Nairobi, Kenya. The coordinator will also advance the full planning and implementation of 2025 Work Plan in Eastern Africa in collaboration with other regions and UNESCO Headquarters in Paris. Under the overall authority of the Director of the UNESCO Regional Office for Eastern Africa (ROEA), and under the direct supervision of the Education Programme Specialist, (Regional Office for Eastern Africa- ROEA) and Senior Project Officer, Campus Africa of the Section for Higher Education (ED/PLS/HED), UNESCO Headquarters, the incumbent will coordinate and manage the implementation of Campus Africa activities notably to the successful completions of the tasks described below.
DUTIES AND REQUIREMENTS OF THE POST
Task for Campus Africa, East Africa Region: Under the direct supervision of the Campus Africa project officer, and general supervision of the Chief of Education Unit in UNESCO Regional Office for Easter Africa, the consultant will: Support in the development of: i) a detailed, 6-month activity, monitoring and reporting plan in line with the planning and design of Campus Africa outcomes, outputs and indicators across the 3 programming pillars and two transversal areas; ii) tracking charts including a chronograph of monthly timeline of activities.
Specifically:
Support monitoring, reporting and knowledge management: Support the written outputs of monitoring and reporting on all specified Campus Africa activities to Nairobi Office supervisors and HQs reporting chains as needed, and coordinate the production, dissemination and storage of derivative communications & knowledge products.
Support to the planning, logistics and coordination of seminars, webinars, Masterclasses, regional meetings and alliance building organised within the purview of Campus Africa in research, quality assurance, capacity building on skills for youth in the 3 focus sectors for Campus Africa (Energy (including renewable energy), technology (including Artificial Intelligence); and Agriculture/Water)
Support to partnership (including with Member States, UNESCO NATCOMs, Universities, UNESCO Chairs, UNITWIN Community, Higher technical education Institutions, Student Associations and their leaders, donors) in building and developing cooperation modalities between Campus Africa project and regional higher education, private sector and financing partners and inter-university networks to contribute to strengthened capacities for university-driven innovation and entrepreneurship in priority sectors, thereby contributing to breakthroughs for Africa’s sustainable development challenges, enterprise and employment creation.
Support to the facilitation of Intra-Regional and South-South Knowledge Exchange, peer learning, study visits within and across university networks and countries, including: i) participation of UNESCO Chairs, HEIs in sub-regional/regional/international meetings; iii) Mechanisms for solidarity for faculty, doctoral researchers and academic staff in crisis-hit, conflict affected and less stable east African countries.
DESCRIPTION OF DELIVERABLES
Deliverable 1: Monitoring and evaluation report for all specified Campus Africa activities for eastern Africa
Deliverable 2: Synthesis report of the entrepreneurship training and eco-system support services at tertiary level in benefiting countries.
Deliverable 3: Report on modalities for partnership including on Interdisciplinary Symposium on Digital Skills and AI for Sustainable Development in the East Africa Community (EAC).
Deliverable 4: Report of Intra-Regional and South-South Knowledge Exchange, peer learning, study visits within and across university networks and countries

Education
- Advanced university degree (Master’s or equivalent) in the field of Education, Science, Social and Human Sciences, Economics and Statistics or other relevant fields
Work experience
- Minimum 5 years of relevant professional experience in the relevant fields mentioned above of which at least 2 years acquired at regional and/or international level.
- Professional experience of working with the United Nations System or other international development organization(s), with knowledge of regional networking structures for higher education.
- Proven experience in the field of higher education programme coordination, programme management and in designing and implementing programmes/projects, as well as demonstrated expertise in policy and programmes around energy (including renewable energy), technology (including Artificial Intelligence); or Agriculture/Water in the Eastern African region.
- Experience in promoting or contributing to South-South cooperation in policy development and capacity building at the national and /or regional level.
- Relevant experience or training in higher education issues linked with the East African Community Vision 2050, the African Union agenda 2063 ‘the Africa We Want”, and the 2030 Global Sustainable Development Goal 2030 (specifically, SDG4.3 “Equal success to technical/ vocational and higher education)”.

Languages
- Fluency in English is required (oral and written proficiency).

DESIRABLE QUALIFICATIONS
