National Consultation on the Design of the Roadmap and Its Implementation Plan to Combat Disinformation and Hate Speech in the Online Space in Kyrgyzstan

On February 14, 2025, the final National Consultation took place, bringing together more than 45 participants, including representatives of the government, civil society, media, academia, and leading experts.

This event marked an important step towards a Coalition Approach, emphasizing joint efforts in developing a Roadmap and its implementation plan to combat disinformation and hate speech in Kyrgyzstan鈥檚 online environment.

Participants, through working groups, focused on key areas:
Legislation and the judicial system 鈥 developing mechanisms for implementing the Rabat Plan of Action recommendations.
Public policy 鈥 defining strategic directions for countering hate speech and disinformation in the online environment.
Self-regulation mechanisms and the role of non-governmental stakeholders 鈥 improving self-regulatory institutions and promoting media literacy.

Salkyn Sarnogoeva, Head of the Information Policy Department of the Ministry of Culture, Information, Sports, and Youth Policy, and Bakytbek Satybekov, Director of the NGO "Alliance for the Promotion of Civil Initiatives," emphasized the need for consolidated efforts to effectively combat disinformation and hate speech.

Gulya Muratalieva, an expert from the Forensic Service under the Ministry of Law, highlighted the importance of cooperation between government agencies, civil society, and the media.

Almaz Ismanov, Head of the Prevention Media Public Foundation, stressed the role of self-regulation institutions in fostering a culture of communication and ensuring compliance with digital ethics.

Gulshaiyr Abdirasulova, Head of the human rights organization 鈥淜ylym Shamy,鈥 presented justifications for implementing the Rabat Plan of Action in Kyrgyzstan鈥檚 legislative and law enforcement practices.

Elmira Toktogulova, Director of the Media Consulting Fund in Central Asia, shared successful international practices and UNESCO initiatives for combating disinformation and hate speech.

Tattuububu Ergeshbaeva, lawyer and member of the Media Action Platform, underscored the need to analyze national legislation in line with international standards.

The results of the group discussions formed the basis for recommendations included in the Roadmap for further discussion and decision-making on its implementation. Participants highlighted the effectiveness of the Coalition Approach and the necessity of continued collaboration to tackle disinformation and hate speech in online spaces.

The event was organized within the framework of the project 鈥淪trengthening national capacity in peacebuilding and civil society engagement鈥, implemented by UNESCO, UNDP with funding from the UN Peacebuilding Fund, in partnership with the Ministry of Culture, Information, Sports and Youth Policy of the Kyrgyz Republic
