The Director-General’s Report on the Safety of Journalists and the Danger of Impunity is a unique biannual monitoring mechanism mandated by the 39 Member States of the International Programme for the Development of Communication and is accompanied by a laid-out Highlights Brochure.
Every 4 days, journalists are killed for seeking truth
UNESCO measured a decreased rate of impunity for cases of killings of journalists. The State responses received by UNESCO have shown a slight yet continuous decrease of 4 percentage points in the rate of impunity since 2018. In 2024, the global impunity rate was measured by UNESCO at 85% compared to 89% in 2018, and to 95% in 2012.
Killings of journalists rose 38% in 2022-2023, to 162.
This was partly driven by an increase in the number of killings in conflict countries in 2023, with 44 killings, the highest number since 2018. For the first time since 2017, more than half of all killings occurred in conflict, reversing the trend over the previous five years which had seen a decrease in killings occurring in countries experiencing armed conflict.
UNESCO recorded an increase in the number of killings in countries experiencing armed conflict in comparison to previous bienniums.
Many more women journalists were killed in 2022 than any other year since 2017. UNESCO recorded 10 killings of women journalists in 2022.
Justice delayed is justice denied.
Four years is a long time for cases of killings of journalists to be resolved. This is the average time it takes for cases which have been resolved to get that stage.
UNESCO noted an increase in State reactions (59) to the Director-General’s request for information on the status of judicial cases of killings of journalists.
