About the Congress
The 3rd UNESCO World OER Congress will explore how the implementation of the UNESCO 2019 Recommendation on Open Educational Resources (OER) can enhance global digital cooperation. This congress aims to promote collaboration and innovation in OER, contributing to the United Nations Secretary General’s Road Map for Digital Cooperation and the Global Digital Compact.
Host of the 3rd UNESCO World OER Congress
The 3rd UNESCO World OER Congress is hosted by the Mohammed Bin Rashid Al Maktoum Knowledge Foundation (MBRF), an organization founded by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Since its establishment in 2007, MBRF has pioneered initiatives to position Dubai and the UAE as a center for knowledge and research. By hosting this Congress, MBRF reaffirms its commitment to empowering future generations through sustainable knowledge-based solutions. Aligned with the Congress’s mission, MBRF aims to foster inclusive access to quality education, research, and innovation across the Arab world and beyond.
Expected Outcomes
The 3rd UNESCO World OER Congress will conclude with the Dubai Declaration on OER, which will examine on how the UNESCO 2019 Recommendation on OER can optimize openly licensed content to address the challenges and opportunities posed by emerging technologies.
