International Decade of Indigenous Languages

UNESCO, in co-operation with the United Nations Department for Economic and Social Affairs (UNDESA), the Office of the United Nations High Commissioner for Human Rights (OHCHR), and the members of Global Task Force for Making a Decade of Action for Indigenous Languages, will organize and host a High-level launch event on 13 December 2022 from 10.00 to 19.00 (Central European Time) at UNESCO Headquarters in Paris, France (Room I).

The High-level launch event will primarily target high level representatives of UNESCO Member States, Indigenous leaders, the UN system, civil society national researcher organizations and representatives from the public and private sector.

The High-level launch will:

  • Mark the launch of the International Decade of Indigenous languages and raise awareness primarily among duty bearers on the critical situation of Indigenous languages around the world,
  • Foster international cooperation, sharing of experiences and creation of multistakeholder partnerships for the preservation, revitalization and promotion of Indigenous languages,
  • Reflect on immediate actions to be taken by all actors to implement the Global Action Plan of the International Decade of Indigenous Languages (UNESCO 41 C/INF.14).

The event will provide an open space for discussion, sharing of good practices, and presentation of concrete projects. It will also feature a cultural performance by Indigenous artists. A global social media campaign is being carried out in conjunction with the launch event, to increase awareness about the International Decade of Indigenous Languages.

10.00 – 10.20 - Opening traditional ceremony by Indigenous Peoples

The High-level launch event will open with a traditional ceremony by Indigenous peoples to mark the beginning of the International Decade of Indigenous Languages 2022-2032.

10.20 – 11.00 - High-level opening segment (Part I)

The opening ceremony will bring together the high-level representatives of UNESCO Member States, Indigenous leaders, heads of other public and private organizations to deliver their opening statements.

11.40 – 12.10 - High-level roundtable (Part I)

Linguistic diversity and multilingualism matter for future generations

This high-level round table aims to provide an open space for dialogue and reflection among representatives of national governments, Indigenous leaders and youth, intergovernmental organizations, and the members of the Global Task Force for Making a Decade of Action for Indigenous Languages (GFT) on the role of languages for societal development. In line with one of the outcomes of the Global Action Plan, the speakers will reflect on the actions to be taken to ensure a wider functional usage, revitalization, and promotion of Indigenous languages, to establish these as a global priority and to ensure long-term commitment of all stakeholders. The round table is aligned to the outcomes 2, 3 and 4, and outputs 5 and 8 of the Global Action Plan of International Decade of Indigenous Languages.

Indigenous Languages for Social Inclusion: Quality Education, Knowledge Creation and Advocacy

This round table aims to provide a platform for high-ranking leaders to discuss, inspire action and engagement across the world to ensure that Indigenous people can learn, teach and transmit their languages to the present and future generations in a variety of forms. The round table is aligned to the outcomes no 1 and 3, and outputs 1, 5 and 9.

Access to information and cultural expression in Indigenous Languages using digital solutions

This round table aims to highlight aspects of digital innovation that empower Indigenous Peoples through enabling the use of indigenous languages in cyberspace. It will also make the case for increased efforts to include indigenous languages in cyberspace as a way to work towards digital inclusion. The round table is aligned to the outcomes no 1 2 and 4, and outputs no 3, 6 and 9 of the Global Action Plan of International Decade of Indigenous Languages.

Indigenous languages, culture and knowledge for climate action and environmental sustainability 

This round table aims to highlight the importance of indigenous languages, cultures and knowledge for the protection of biological diversity and environmental conservation and sustainability. The panel will explore the vital contribution of the cultural and language diversity of Indigenous Peoples to climate change mitigation and adaptation, through their knowledge systems, cultural heritage, interpretation, sustainable management and conservation of biodiversity and the environment, including on marine and coastal areas in the context of the UN Decade of Ocean Science for Sustainable Development (2021-2030). The round table is aligned to the outcomes no 6 and 7 of the Global Action Plan of International Decade of Indigenous Languages.

Towards multistakeholder partnership and international cooperation for Indigenous languages

This round table brings together representatives of national, regional and international partners from governments, civil society and foundations. The panelists will share their views on the establishment of favourable environment to ensure a long-lasting sustainability of International Decade of Indigenous Languages. The round table is aligned to the output no 10 of the Global Action Plan of the International Decade of Indigenous Languages.

  • In person. Due to the limited availability of seats, restrictions imposed by the sanitary situation and security, the prior registration for the participation in person is required by 6 December 2022.
  • Remote participation. Virtual facilities are also available for remote participation using the ZOOM platform.

Join Global IDIL2022-2032 community

Throughout 2022-2032, UNESCO, in collaboration with a range of partners, will facilitate the organization of the International Decade of Indigenous Languages.

To ensure global outreach, relevance, engagement and sustainability of the Decade, notably among indigenous language users, UNESCO encourages networks of indigenous peoples, civil society organizations, language activists and other social media partners to join the global social media campaign “#IndigenousLanguages”.

All partners who have established grassroots networks and have shown commitment, availability, and long-lasting support for indigenous languages, as well as other interested participants are welcome to join UNESCO’s efforts to promote the use of indigenous languages, including by taking advantage of the opportunities for communication offered by the technological development and the spread of social media around the world.

A group of dedicated partners will be involved in the global social media campaign around “#IndigenousLanguages”. Throughout the year, this coalition will be launching various campaigns and events, leveraging the internet as a force for good for indigenous languages around the world.

About the IDIL2022-2032

In 2019, the United Nations General Assembly adopted a resolution proclaiming the period of 2022-2032 the International Decade of Indigenous Languages, based on a recommendation by the Permanent Forum on Indigenous Issues. The proclamation of the IDIL2022-2032 is a key outcome of the 2019 International Year of Indigenous Languages (IYIL2019).

The IDIL2022-2032 aims to draw attention to the critical loss of indigenous languages and the urgent need to preserve, revitalize and promote indigenous languages and to take urgent steps at the national and international levels, and invites:

  • The United Nations Educational, Scientific and Cultural Organization to serve as the lead agency for the International Decade, in collaboration with the Department of Economic and Social Affairs of the Secretariat, and other relevant agencies, within existing resources;
  • Member States to consider establishing national mechanisms with adequate funding for the successful implementation of the International Decade of Indigenous Languages in partnership with indigenous peoples, and 
  • indigenous peoples, as custodians of their own languages, to initiate and develop appropriate measures for the implementation of the International Decade.

The International Decade of Indigenous Languages offers us a unique opportunity to collaborate in policy development, to ensure continuity and coherence of actions and stimulate an intercultural dialogue in the true spirit of multi-stakeholder engagement, to contribute to making human rights a reality, and to take necessary measures in an interdisciplinary manner to support and strengthen Indigenous languages around the world.

The Global Action Plan of the International Decade of Indigenous Languages calls for a coherent approach and for joint collaborative action by all stakeholders to achieve maximal positive impact and social change with respect to Indigenous languages and those who speak and sign them. In line with 2030 Agenda for Sustainable Development, the International Decade of Indigenous Languages aims to leave no one behind and no one outside.     

The International Decade include the governance, coordination, and implementation mechanisms:

  • The Secretariat of the International Decade of Indigenous Languages will be established by the United Nations Educational, Scientific and Cultural Organization (UNESCO), as the lead UN agency, working in collaboration with the United Nations Department of Economic and Social Affairs (UNDESA) and the Office of the United Nations High Commissioner for Human Rights (OHCHR), as well as cooperating with other UN-system entities.
  • The Global Task Force for Making a Decade of Action for Indigenous Languages will provide strategic direction and oversight in the planning, implementation and monitoring of progress made towards attainment of the objectives established by this Global Action Plan.
  • The National coordination mechanisms established to reinforce implementation of the Global Action Plan and mobilizing for collective action of national and local partners. The development of specific actions at national and institutional level, in alignment with the Global Action Plan, is being encouraged, particularly in countries with high linguistic diversity.
  • Professional associations, civil society organizations, media, public-private sector and other networks are engaged in the discussion and implementation of concrete actions. UNESCO will collaborate with its network of National Commissions and Permanent Delegations, UNESCO Chairs, UNESCO Category 2 Centres, UNESCO Network, Centres of Excellence, institutes, academic and public institutions, Clubs, the Goodwill Ambassadors network, the Artists for Peace and Champions network, the private sector, and other existing or potential institutional and individual partners.
