China invests in integrated infrastructure for open scholarly communication


The Public Academic Scholar Platform (PubScholar) is an online platform providing services including academic resource retrieval, content acquisition, exchange and sharing. It aims to eliminate barriers to knowledge acquisition, making it easier for scientists and the whole society to obtain high quality academic resources.

In the belief that scientific knowledge should be as open as possible, the Chinese Academy of Science (CAS) built and released the platform in 2023. Jointly built by the National Science Library (CAS), Computer Network Information Center (CAS) and China Science Publishing & Media Co., Ltd. (Science Press) and closely cooperating with local and global publishers, data centers, repositories, researchers and institutions, PubScholar integrates massive numbers of high quality academic resources from CAS, globally important open access resources and licensed commercial academic resources. By mid-2024, PubScholar integrated 180 million digital resources and 84 million full-text resources for free access, including journal articles, conference papers, dissertations, patent documents, information products, news, scientific data and books.

By integrating the CAS Preprint Platform (ChinaXiv), Science Data Bank(ScienceDB), Chinese Academy of Sciences Institutional Repositories Grid (CAS IR), Global OA Journals & papers communication center (GoOA), personal academic homepages, open academic community, CSCD academic evaluation and other open academic service modules, PubScholar has built up an open scholarly communication ecology for scientists around the world to share, discover scientific knowledge and stay connected to the world of science, including preprint exchange, open peer review, scientific data sharing, green digital repository, and professional academic network. In addition, PubScholar provides an intelligent knowledge service based on an AI model for science and technology literature, intended to improve research efficiency.
